Everybody is going to say NIMBY! (Not In My Backyard!)to having a huge Parole & Probation Center near their house, but the services are still needed and they have to go somewhere. My impression is that the best approach would be to set up a bunch of small neighborhood offices, rather than a single, large, central location. Smaller centers would be much less intrusive on a neighborhood than one big center. For example, there could be 5 separate centers, which could be open only one day a week, in order to save money on staff. Mondays in NW, Tuesdays in NE, Wednesdays in the middle, Thursdays in SW, Fridays in SE. Of course, I'm assuming that people who need Parole & Probation Services (plus the extra drug abuse prevention services that were proposed) only need them once a week and that they can be scheduled. Are you or do you know anyone who is familiar with the actual processes and typical schedules? Do the courts set hard dates such as "Every Tuesday so-and-so must meet with a Parole Officer?" There is a potential that a handful of smaller centers could cost somewhat more in maintenance, but the costs are likely to be balanced by savings in actually getting people to their appointents. If the distance and difficulty of obtaining transportation were reduced, people would be more likely to actually go to their appointments, reducing the need to pick them up for violating parole, increasing the likelihood that they would get the counseling that they need, etc. Also, I think that the new centers should be located on major transit lines. Salima Marriott, City Councilman Jack Young, City Council Candidate Mary Pat Clarke, and others. Connie Ross, Jennifer Martin, Lisa Bleich and Sandra Coles expressed sincere thanks for the outpouring of support in recent weeks from everyone present and everyone who has written letters, made phone calls, and signed petitions. The community, as represented by all the folks who attended (most of whom live in the immediate vicinity), is united in opposing the location of client Parole & Probation services next to the elementary school. In addition, everyone wants previously incarcerated people to get the help that they need to successfully re-join the community, while avoiding 1) endangering children, and 2) adversely impacting the neighborhood. Further, no one wants to foist the problems associated with the Parole & Probation Offices on another community. Considering these and other parameters (such as adequate parking for employees and visitors), our representatives have committed to working to find an acceptable resolution, including making contact with appropriate individuals in State and City government. There are a whole bunch of different scenarios that are being considered, including a site in which a single story building may be demolished to make room for a multi-story building with underground parking and buffer zones with residential areas that may include semi-industrial areas. Another scenario would be to move Parole & Probation Administrative Offices to 2100 Guilford, while moving client services to another location with appropriate buffer zones. However, there are only 30 days left on the extension which was granted in January, so more pressure and attention will be needed in the next few weeks. Next Steps 1. Visit Senator Hughes Office. 2. Continue petitioning. 3. Attend the next Coalition Meeting on Monday Feb. 9 at 6 pm in the Ebeneezer Baptist Church. 4. Meet with Nancy Kopp, Treasurer of the State of Maryland. It is likely that a bus will be rented at some near point to take a bunch of folks to Annapolis to speak directly with our representatives. In a typical year, around $80 billion in Federal money (not counting state, county, city, etc funding) is spent on roads, bridges and such for your car, while less than $8 billion is spent on all kinds of transit from Amtrak to buses to Metro to crosswalks for pedestrians, etc. A lot of your costs in registration fees, etc are skyrocketing exactly because of the "no tax" mentality. Fees are being raised by enormous amounts everywhere because a few ultra-rich have convinced nearly everybody that all taxes are bad. By breaking down government infrastructure, they can get away with practices that spread mad cow disease and ecoli, for example, while there aren't enough inspectors to verify the safety of even a tiny percentage of the beef. Fortunately, there are a few business-people who realize that there is a right, ethical way to do things and a wrong, unethical way. These folks want to do things the right way without losing competitive advantage so they support government regulation that is evenly applied to the whole industry, thereby keeping the playing field level. Increasing costs to the consumer is not always a bad thing, especially when it results in greater safety. Next, if all the people who currently ride transit, were forced to drive instead (ignoring for the moment that many of them are older, disabled, etc -- folks who can't drive), traffic congestion would skyrocket. Just between Baltimore and Washington, rush hour traffic would increase by around 25%. As you may know, traffic in this area is already among the worst in the nation, which costs businesses trying to move goods along the I-95 corridor many, many millions in wasted labor time, wasted fuel, and late deliveries. Increasing congestion would increase the cost of groceries, meals at restaurants, anything assembled in the U.S., etc. Further, a large number of the people who are at or below the poverty line are the heaviest users of transit. Folks in that bracket already pay an average 36% -- that is, one-third -- of their yearly income on transportation alone. There isn't any more room to cut. If they get a car, they have an enormously increased chance of breaking down in traffic, risking their lives, your life, and tying up traffic for hours. Finally, a year or so ago the baby boomers started turning 50 at around 50,000 per day and some of the groups that focus on aging populations, such as AARP, started making more noise that people can't drive forever with failing eyesight, hearing, reaction times, etc. These groups are strong supporters of transit. So, either way we're all going to pay for the transportation system. It's up to us to decide how. For example, we could make every road a toll road. I've previously written to this list how much I like the Bombay Garden -- it did not disappoint. We had their fish masala curry, saag paneer, and malai kofta with appetizers of onion bajia and nan. Grand Cru is the wine bar that recently opened at Belvedere Square. It's definitely trying to be upscale. It's got a pretty nice atmosphere, and it was packed. We got the last table open, and that was about 9:30-10 PM. They had two kinds of British hard cider on tap, Kathleen got the sweeter kind ($6). I got a Belgian-style white beer (that's like Hoegaarden) from California that was excellent ($4.50) also on tap, and our friend Susan got a barley-wine style dark ale from Delaware (I forgot the name but it contains "dog"). This was from a bottle in the display case. That was $7.50 plus a $3.50 corking fee, which surprised me. But, it was truly an excellent barley wine, and our friend loved it. So our three drinks plus tip came to $26. Not cheap, but the selection was great, and the service was good. They also have cheese plates for $8 and a few other food options, like an olive plate and a plate of assorted smoked meats from neighboring shop Neopol (Barbara's store). They sold single bottles and six-packs in their display cases which run the length of half one wall. I'd say their prices are about a thirty percent mark-up over Wells Discount Liquors. So I highly recommend Grand Cru as a place for special occasions, but it's maybe a bit pricey for a regular hangout. If you want a place to hang out with a colleague and solve problems over drinks, I think Xando's would be a better choice. More table space and more room there. Although, something seemed missing with respect to the businesses taking advantage of the sales opportunities of having a crowd assembled there. I'm not sure exactly what that would look like. I spoke with a fellow yesterday who warned that applying for CO status is very tricky, since if you say that you would make an exception to fight against Hitler, your application could be denied. It has neighborhoods and texture and it's near the beach, the mountains, DC, and New York, which is a four-hour train ride. We have a symphony, the visual arts museum, the national aquarium, the Walters Art Museum, The Baltimore Museum of Art, an opera and lots of bands and literary stuff. Hopkins alone has many things going on. I would not live in another US city. It's not Manhattan, but it's not trying to be.
